Training and work

Learning at school and at work
Dual vocational education and training
What the evidence shows
The SFUVET survey published in 2025 reports a positive net benefit for the company during training in more than 70% of apprenticeships. Responses refer to the 2022/23 training year. This is a survey of company costs and benefits, not an experiment in job creation. [2]
Training combines a company apprenticeship, vocational schooling and qualification standards. Companies, schools and public authorities share responsibilities; productive work accompanies a recognised qualification programme. [1]
Define training and responsibilities
Combine practice and vocational schooling
Certify skills and track careers
Costs and delivery
The company's balance compares training costs with the apprentice's productive contribution. It excludes the full public cost of education and the student's own costs and benefits. Results vary by occupation. [2][1]
Limits of the comparison
Training companies are not a random sample of all companies. Employer returns alone do not demonstrate training quality, social mobility or additional jobs. Protecting apprentices remains essential.
OpenGov3's interpretation
What it can teach Brazil
How can training prepare people for real roles without treating apprentices as cheap labour?
What to monitor when adapting it
- Completion and certification by occupation
- Teaching quality and apprentice protection
- Earnings and careers after training
- Separate costs for companies, students and the state
These are criteria for analysis, not commitments already made or estimated outcomes for Brazil. A well-documented practice is not, by itself, causal proof of an entire country's success.
