Services and public assets
Singapore
Two distinct mechanisms: making citizens' transactions easier and separating accumulated assets from money available to spend.
What if the form were already filled in?
Re-entering data and attaching supporting documents can increase the effort needed to access a service.
With Myinfo, Singpass users can consent to sharing data from participating government sources. The service lets them consult their own data and usage history in the app. [1]
The person authenticates their identity
Checks and authorises the requested data
The service receives the information for the transaction
What the evidence shows
The documentation describes reduced manual form-filling as a product function. Consent covers the relevant transaction fields; the FAQ explains the option of completing the form manually when a person does not wish to share them. [1][2]
Costs and delivery
The documentation describes the service and its integration, but does not provide a total public cost or a causal evaluation of savings here. Adaptation requires budgeting for integration, support, security and maintenance. [1]
Limits of the comparison
Digital identity, data sharing and decisions about entitlement to a service are different functions. A completed form does not guarantee access to a service, and errors need an accessible correction process.
How can returns be used without consuming all the assets?
A temporary financial gain should not be confused with a permanent capacity to fund services.
The Net Investment Returns Contribution (NIRC) has two components. One allows the use of up to 50% of the expected long-term real return on net assets covered by the rule, invested by GIC, Temasek and the monetary authority MAS. The other includes up to 50% of the net investment income from other past reserves. [3]
Determine the relevant net assets
Estimate the long-term real return
Apply the limit on the contribution to the budget
What the evidence shows
The Ministry of Finance describes a review of the estimates and the involvement of the Presidency. The long-term reference aims to smooth fluctuations and account for inflation. It is not authorisation to spend 50% of the reserves. [3]
Costs and delivery
The contribution depends on previously accumulated assets, liabilities and uncertain returns. Revenue does not arise merely from creating a fund, and this is not an estimate of resources available to Brazil. [3]
Limits of the comparison
The rule is an example of asset governance, not proof that Singapore's entire institutional arrangement should be imported. Efficiency does not justify restrictions on rights.
OpenGov3's interpretation
What it can teach Brazil
Before proposing another fund, ask which assets already exist, what obligations accompany them, how liquid they are and who oversees their use. For services, start with a transaction that involves unnecessary repetition and a real opportunity for simplification.
What to monitor when adapting it
- Steps and time required of the user
- Completion rate and error correction
- Returns after inflation and management costs
- Liabilities, risks and continuity of funding
These are criteria for analysis, not commitments already made or estimated outcomes for Brazil. A well-documented practice is not, by itself, causal proof of an entire country's success.
